Liam, accompanied by his pregnant partner, Tia, happened to be out for a walk when they witnessed the unfolding tragedy.
"I was screaming 'go back, go back,' because it was about 5ft deep. But the car started floating as soon as it entered, and we knew they were in trouble," Liam recounted.
Undeterred by the conditions, he dangled off the bridge, smashed the rear passenger window, and used ratchet straps to secure the woman's car to railings.
Moment of ingenuity
The traffic manager believes anchoring the ill-fated car to the bridge ensured it didn't drift or sink further.
"I think if I hadn’t done what I did, the car would have been dragged under the bridge, and there would have been no way of getting them out," he emphasized.
Recounting the rescue, Liam disclosed he couldn't open the back door because it would have added more pressure and sent the car further down the stream.
Despite the challenges, Liam pulled the young girl to safety within five minutes and handed her to his partner, Tia.
With the little girl safely out, the heroic man helped the woman out of the car, bringing her to safety.
Onlookers didn't help
When asked about his courageous act, Liam humbly stated that he acted on instinct because if it were him or his family in such a situation, he would hope to receive help.
The roadworks engineer, however, took issue with the fact that onlookers failed to lend a helping hand during the critical moments.
"I was pretty disgusted and disappointed, to be honest, that around eight people were standing around watching and not helping while the mum was screaming from her car. Not one person," he said.
